One would think the definition is clear enough, but the definition is similar to the saying beauty is in the eye of the beholder, but instead it is more like hate speech is in the EAR of the beholder. Just as everyone observes what they see differently, they also perceive what they hear differently. In the U.S.A, there is the first amendment which is: the freedom of religion, speech, press, assembly and petition.
